Representative Pruitt moved and asked unanimous consent that the                                                                
following committee substitute be adopted in lieu of the original

    Requesting the United States Congress, the Governor, and the                                                                
    state's congressional delegation to take actions necessary to delay                                                         
    implementation of the Patient Protection and Affordable Care Act.                                                           
                                                                                                                                
There being no objection, it was so ordered.                                                                                    
                                                                                                                                
Representative Drummond moved and asked unanimous consent that                                                                  
she be allowed to abstain from voting because of a conflict of interest.                                                        
Objection was heard, and Representative Drummond was required to

 Insert "; and be it                                                                                                            
 FURTHER RESOLVED that the Alaska State Legislature                                                                           
supports the provision in the Patient Protection and Affordable Care                                                            
Act requiring insurers to cover people with preexisting medical                                                                 
conditions as many insurers have historically refused to cover people                                                           
with serious medical conditions"                                                                                                
                                                                                                                                
Representative Gara moved and asked unanimous consent that                                                                      
Amendment No. 1 be adopted.

    Delete "as many insurers have historically refused to cover people
